That is 1 crazy stroke for sure. I wonder if removing that fuse (if you did) didn't clean off some oxidation and let full contact happen. No ambient temp switch, just the oil temp sensor on backside of HPOP reservoir. Due to the multitude of cold start problems with strokes, I have always tried to advise my customers to use the blockheater whenever ambient is below 40 while at home and save the glowplug system for when at work or in field. That saves batteries, starter, & glowplugs themselves for when truly needed. Use a timer with 15 amp capacity to come on3-4 hours before leaving. Replace your relay yearly & purchase the relay from Navistar dealer instead of Ford and save around 50-60$. Pt# 1831646C2. Good luck.

Am starting to think you may have a ground problem somewhere. Might want to remove ground cables from block, clean surfaces and make sure you use star washers between cable lug and bolt or nut, if not already there. I think grounds go on studs at each front bottom corner of block.
