Any smoke or anything ?
Does the throttle pedal give any RPM change ?

Any tuners or modifications, besides Head Bolts ?

Thinking maybe IPR, or TPS
I have had customers come in with their truck on a programmer, one in particular (won’t name)
The programmer or chip would cause a short in the ECM, the symptoms.
Truck has loss of power, feels as if it is defueling.
After I argued with the technician at ford, they finally put in a new ECM (or used, not sure) and customer problem went away
