Default runs smooth with zero power

First I would like to start by saying I think diesel bombers has the most diesel intelligent members any where . have read numerous post and u guys seem to pool all the knowledge to solve problems and to improve any ones diesel experience . hi I am bg fordman . I have a 2002 f-250 7.3 auto 4x4 extended cad short bed . truck is bone stock . I purchased truck a couple of month's ago from the original owner . this is my third stroke and have gotten great service out of them . I was able to purchase it for what I feel was a good price giving its issues . with that said . the truck runs smooth no jerking or loping . but has zero power . he said dtc showed p1209 code which I believe is injector control peak pressure change test fault . another code p0381 and a po562 . the codes were cleared when I purchased it . the truck cranks several times before it will start . there is no check engine after start . if u try to drive which is almost impossible giving its lack of power . check engine light will come on about the time the truck shift's from low to second gear . and when light is on scanner says zero codes . light will stay on until u turn the truck off . at next start the dtl light will be off . I have replaced the ipc and ipc connector because there was oil in it . I replaced fuel filter . put one new battery . I unhooked fuel line from fuel pump that pulls from the tank . I put a clear hose in a jug with a filter to iliminate possible pick up issues from blocked sending pick up . I ceaned fuel pressure regulator and lightly stretched spring . I don't have a liquid pressure gauge so was unable to test fuel pressure . but when I turn the ignition on the pump starts pumping . my question is the pump appears to have enough pressure to fill fuel bowl with enough pressure to open pressure relief return valve . the pump times out after a few seconds with the key on . but if the pump ran continuous with key on it would drain a five gallon jug of fuel in about 5 minutes . any help would be greatly appreciated. I am thinking possibly a bad pressure regulator ?
