98 Ram 24 valve BHAF 4"turbo back 4x4 265s auto built the rest is stock 165k

I got 71.5 to19.5 mpg from 65k to 100k then the milage started to fall of . I never paid much atention but now I pull up to the pump and feed it every 5 days and i am getting 13 to 15 mpg. I hear guys sayin they are getting 20/22 mpg. Is there a way foir me to to get 20/22 without spending both arms and legs
