Default Dodge Jake Brake 2002 3500

Anyone out there who has had the same problem I'm having? Dealer installed Mopar Jake Brake will not not engage when the truck has been running at highway speed and reaches normal operating temperature. All electrical connections/fuse check good.

sounds like to me the butterfly is hanging up as its heated by the exhaust gases?
