Will these work with a 2010 Dodge 3500? Or will it cause the lights to shut off completely?
I know Dodge has everything going thru the ECM and when it detects these lights are not drawing enough voltage is thinks there is a problem and shuts the lights down.

will these scatter when flipped on high beam, i know mine scatter like heck when the high beam is turned on to the point high beam is completely useless.

The scattering is due to your housings - its not the HIDs
