Looks to me like they've done it a few times....Notice the bars he has going across the bottom of the hoe and the special attachments on the bucket and the outriggers.

The special attachments you see are the Herzog Cartopper attachments.

As crazy as that looks, it's pretty much modus operandi for the bulk open top railcar world...happens all the time.
