The way they work their "Special Policy" adjustments work is that your vehicle has to be exhibiting the the condition listed in the policy. It looks like yours does and it falls with in the VIN break. So... take it in.
If they say anything stupid tell them they need to reference Special Policy #07187A. They'll probably make you agree to some sort of diagnostic fee "in case" it's not covered. It won't come up when they run your VIN either. They'll need to pull up the policy by the number and read it themselves.
Plus this just came out a couple of weeks ago so they might not even know about it yet.
