PS leak and turning injectors off

PS leak and turning injectors off
Two questions:
1) Besides EFI Live (kinda out of price range right now) and the Tech2 are able to scan balance rates and turn off/on injectors? I have an issue with decent rates but still smoking like its stuck or cracked. I did google and that was frivolous.
2) I had a leak the other day and it turned to be PS fluid - as it emptied. So i filled it with Stop Leak and regular fluid and it seemed to help now. As the fluid isn't clean so obviously something is wrong. But I parked it since 5pm last night and it stopped dripping. I went out tonight and started it the level did drop a bit and I turned the wheel and pumped the brake. It started dripping again - I know its not oil because the filter isn't dripping or pan leaking.
Dealer said that if they replaced one it would require all of them because they are all bad - as well as a steering gear. How can I tell I really need a steering gear? It doesn't turn hard at all...and how DIY able is the 4 hoses or even steering gear?
