Putting an air intake on could do this. Mine granted not a dually has a loud whisle can really hear the turbo and I have an intake on mine.

I opened the side of the airbox on my 01. It's a little more whistle, but not a huge amount.

an intake thats basically a filter on the end of a metal tube will give ya the most whistle. exhaust wont help.

he could have a different turbo on there as well

I tend to want to go with the exhaust post also... The downpipe and lack of muffler seems most likely to me... I know the air box will give some tunes also tho...

I cut my stock air box up... It's about 1/3 the box that it used to be and i get a pumping sound from it but you have to be somewhat close to the truck to hear it...

I also cut the muffler and added a delete pipe and you can def. hear my truck coming - but not soo much the whistle like you saying...

I can't wait to see more thoughts on this thread...
