glow plug relay ? how to check ,

Default glow plug relay ? how to check ,

I put in all new glow plugs and
straps straps
, When i turn key on and monitor voltage I get +12 vdc without the main power

When I connect main power

from glow plugs to controller I turn on key and 0 volts, dont even get a microsecond of any kind of voltage. I suppose I could pull controller and swap relays but right now Im confused. I was told the air heater is temperature dependant, I have my truck in a heated shop, set to 50 degrees. I also was told the glow plugs are not temp dependant. ? but I also read where the voltage should come on for at least 2 seconds. I know theres a wire C51? that goes back to
computer computer
. is this used just to throw a code if no voltage or other ? Any advise greatly !! appreciated.
