Now I remember reading the write-up on making that turbo control. When I first found out there was no vac pump on my truck I rigged up a manual control using an old carb choke control. Works for me. Sometimes I forget to open the waste gate so the turbo runs full time but only around town when rpms never exceed about 2200 rpm.
