Default Truck won't start

I am helping a friend work on a truck. It's a 95 and wont start has fuel to injection pump,all injector lines are off the injectors and no fuel will come out of them. It has a new injection pump on it and a new shut off. We toke a pmd off one of my trucks put it on it and it still didn't work. The truck has good fuel pressure. I am down to thinking it has a bad wire or ecm. Any suggestions would be appreciated.

Timing is good just will not push fuel out of injection pump it has a ds4 electronic pump on it.

it could be the ds4 is broke too. make sure theres no restriction from fuel manager to injection pump inlet. if not maybe swap in a good ds4 and if it solves your problems you probably got a bad ds4

I am thinking it is the injection pump but it is new I know they sell bad parts everyday before they bought it not running. So they would have to buy a new on and it's a lot of money to just throw at the truck. I just didn't know if there was any other ideas anybody had before we throw $1,000 at it.

look and see if your getting fuel to the injectors. just break loose the fuel lines at the injector and see if fuel is coming out. when you check all of them and if they do get fuel its an injector. pop 1 line at a time and close them when fuel hits.

Lines are off all injectors and still nothing. Fuel to the top side of injection pump nothing out the bottom. I am down to a coin flip between the ecm and I/P and I/P's go out a lot more on these trucks. Just didn't know if anybody had any other guess before we throw some money at it. Thanks

Took one of a running truck and put it on same thing no fuel through pump.
