Default 95 6.5 Starter

Okay im tryin to help a friend out here hes got a 95 suburban 6.5 4x4 automatic. He just put a New starter on it got it in place hooked the wires up and all it does is throw the starter gear out but not turn over he took it back they put it on the test stand and it worked just fine. They gave him another one and tested it before he took it home worked at the parts store. He hooked up the wires on this starter not bolted in his truck and it just throws the gear out but doesnt turn. What do you think his problem could be?

He knows the starter works cause they tested it at the autoparts store. What would testing it on a nother vehicle do? I told him to throw the charger on it tonite, he just replaced the batteries last summer with new ones. I hate having to try and diagnose stuff over the phone.

the machine used to test starters put the exact voltage to it needed and sometimes vehicals have things hooked to their systems that lower voltages just lightly not giving the starter enough voltage to actually turn but enough to kick out >>>>>although this is very uncommon its just an idea

there could be a ground problem because the starter was not bolted in the truck or may be all of the wires were not connected properly. but even with low voltage it should turn the starter over if it is not turning over the engine.
