Default 6.5 no fuel to injectors

I have a 1997 Chevy K3500 with 6.5. I got the truck from a guy and he said he was driving and it just quit. A mechanic said he needed a injector pump. I replaced the injector pump with a new PMD and couldn't get fuel to injectors.

Since then I have tested/check lift pump and its good. I have replaced rubber fuel lines, fuel filter (cleaned fuel filter housing), oil sending unit, and crank sensor. I removed driver side glow plugs for helping turn over motor and cracked all injectors on driver side.

I then inspected the wiring harness and grounds. I found that the wiring harness going from firewall to injection pump (under the intake) was burnt up. I ordered and replaced this harness over the top of intake. Since this I have replaced PMD again thinking it might have shorted out new PMD. I cant get any voltage to fuel shutoff solenoid and don't know why. I bypassed it and it FSS works. I took the FSS out of old pump, removed plunger, and installed in new I/P due to not being able to get power to it.

I still can not get any fuel to the injectors. I am getting fuel through fuel filter to the T. I just cant figure out why I cant get fuel to injectors. The service engine light comes on when in run position. I'm just at a loss and don't know what else to do or check.
