Default 6.5 crv/pvc??

I have a pvc valve on passenger side valve cover with a hose hanging down in front of manifold, it is lightly blowing oil, shouldn't this hose be hooked into the exhaust? Help anyone please?

Hose coming from the crv on valve cover is hanging loose, spraying oil lightly. Ther is on hole with a red cap plug in it that goes to an air cleaner on fender wall, is this where the hose should go?
