I believe if I'm not mistaken that thermal spring on the fan clutch starts to engage at about 160* have you by any chance tied the waste gate closed?

nope, just had the truck at the pump shop to have the injection pump timing set , and they checked to see if the waste gate was working . that all works the way it should. the fan clutch is new truck an a pull still heats up to 230 and I cant hear the fan, but the rad and fan are both new. I just don't get it .maybe I have a bad fan clutch. ill have to call the people I got it from.

If you have no luck with getting the fan clutch replaced there is a fan clutch mod that can be done I replaced mine a few years back with one from Napa and so far so good although I don't haul much with mine anymore.
