Default obd1 computer programmer vs. tech2

Does anyone know of a laptop programmer that will perform the timing and tdco on an obd1 td? Turns out even the gm dealerships in town wont time my truck, they sub it out and mark it up... They also wont tell me who they sub it out to so i figured if i could find a programmer that works with the obd1 as well as 2 then i could reprogram my other junk too. I dont want to spend the money though unless itll work on my truck though.

GMTD ScanTech pro version will do just what you are asking.
Leroy Diesel or ENGH Motors are vendors.
