Default 6.2 Tune up recommendations

I am a bit of a noob and wondering if anyone can chime in on getting my 6.2 tuned up. I have a 93 6.2L it has 240K on it and I do not have any service records. My thoughts are: Replace injectors & return lines, purge and run. I would do the glow plugs as well, but they seem to operate fine. Opinions on Injectors? Delphi/BWD/Stanadyne/Bosch?

The engine seems to idle fine, glow plugs are in working order as it starts right up every time. The issue I have is I get varying horsepower output. Sometimes I can cruise at 65 no problem, others its hard to break 58. I can feel performance change in the engine. Off the line she will hop to but quickly I feel the performance retard a bit. Sometimes it reaches its stride, other times not so much.

I have kept the oil and fuel filter changes regular. Last time I purged the injection system I was getting fuel at all injectors without an issue.

Also not sure if the timing needs an adjustment, but based on the chance of a catastrophe I am a little gun shy to try it.

This was a fleet vehicle, does anyone have information on how these engines might have been governed? I wonder if that is the issue.

Another issue I see is that the glow plugs will engage a few more times after initial start, not sure if this is normal.

I have been searching through the forum but have not come across too much that pertains to this.

The deal with the GPs (glow plugs) is referred to as after glow this is normal, you may be getting air into the fuel system this is not uncommon given the age of our trucks run clear fuel rated hose to the Injector pump this will let you see air bubbles going into the pump this is not good, use compressed air to pump 15-20 psi into the fuel tank an extra set of eyes is helpful to check for drips.
