Default Sometimes doesn't start warm??

Hello
SS Diesel injection pump and gaskets
One gray and two black pmds same results
All new fuel lines pressure around eight and holding and filters.
New battery cables positive and negatives. All grounds cleaned and check.
Starts very easy.
New air filter.
Three year old injectors and all glow plugs check and or replaced last winter.
New battery's checked and working properly

Like said before sometimes it starts after driving half hour and shutting off and sometimes not. Then it's a hour before it actual starts. Ice on the pmd doesn't work. Pmd heat sink is hot to touch. Symptoms happen with all three pmds. The pump was change out cause the other failed. The stealer ship diagnosed wrong and just replaced pmd. Long story. Two out three pmds are six months old. Little white exhaust after starting but goes away quickly. The only thing we have not done was reset timing. But have no where that either knows how or if do wouldn't understand the 6.5. Most will charge double to keep the truck out of their garage. I may question the g.m. Stealer ship tommorrow but last time I went the girl quoted a price for 6.6 and when I talked with tech he said well it can't be far off and he'd figure it out but no I never worked on the 6.5. That's when I replaced the injectors myself.
So what are we missing? I know this truck is fifteen years old but has a lot life to give but starting 99% isn't good enough.

Most likely injection pump due to pump rotor head warpage. Ss diesel and others that are cheap such as pensacola and diesel care dont replace everything in the injection pumps. Id take the pump to a local injection specialist.

Well that's a positive note. Lol okay, when I locate one I'll have them rebuild the one I didn't send back. In the mean time while trying to find someone that's not laughing at the fact I drive a 6.5 in my area for repairs of such. I still have this issue.

Pour water over the IP in a no hot start situation and see if starting improves-that will confirm a worn out IP.
