When is it hard to start?
Hot or cold or always?
After it sat overnight?

Do the LP test anyways-while the engine idles safely in park open the water in fuel drain TEE valve and observe results-does it stall or keep running?

Check the glow plugs for power and function-pull a few and energize them and see how far they glow-any less than 3/4 of their length in a few seconds is not enough-be carefull they get real hot!

What is your cranking speed like?

You may need to check out the starter and batteries if it is a bit slow-too slow cranking speed combined with a worn IP means hard starting.
