92 doesnt have a pmd.its all mechanical injection.

pull your intake hose off the front of your turbo, and grab the shaft and wiggle front to back, side to side and up and down. my guess is that the internals of your turbo fell apart.
you may need a new turbo

Sounds like you are getting a lot of crankcase pressure and possibly blew the rear main seal. Pull the oil fill cap off and have someone start it so you can check the blow by.

That would be an expensive way to add more to his list of troubles

Could be dealing with a could of issues here lets start with the no start, possibly you had the oil leak and just now catching you attention. I'm not sure of setup of lift pump your year you have an electric lift pump I think, can you put 12V direct to it to see if it is moving fuel to the IP,connect a vac/press test gauge about $20 at any part store to buy one to the filter mger drain & see what kind of supply pressure you have to the IP.

A truck this old could have a plugged pickup sock in the tank, plug that "sock" up and you starve for fuel.

As for the oil could be a bad 2 piece rear main a likely possibility with a 92 with some miles on it, any excessive oil consumption prior to this incident?

When cranking now any odd noises heard/felt while cranking ?
