So the gentleman that has been in charge of this project up until recently (solely because he has a shop) has stopped telling me the problem is the in tank fuel pump (because I explained how the lift pump he had replaced and the injector pump handled all the fuel) and is now suggesting "the valves might not be timed correctly" He, by trade, is a mechanic, however is it possible the no start issue could be caused by the valves not being timed?
I thought the valves opened and closed according to the cam, which was connected in with the rest of the timing gears so as long as everything was installed and the gears were TDC that should not/could not be the issue.
I appreciate everyone's help, special thanks to Mayhem for walking me through this.

First of all the LP is not in the tank it is where the fuel filter would be on a gas burner inside the frame rail under the drivers door and yes the valves are opperated by the camshaft so yes as long as TDC was acheived then that would not be a problem especialy for someone that was competent jsut be careful with your mechanic as you may know some mechanics give these Detriots a bad name and reputation I for one do not need enough power and tourque to pull the space shuttle so I love my trucks a whole lot especially when I go 23mpg with my 6.5 and right at 30mpg with my Blazer

Yeah this mechanic is causing me real grief, however i doubt my fiance and I could have pulled the motor in our driveway by ourselves, but I am gettign tired of him screwing me over. Basically I can toss his idea of "valves not being timed" out the window and get back to the drawing board. I'll be working until tomorrow morning so I'll take a look at it then. Looks like its getting the old paper clip and I'll go fropm there.
