Default How To PERMANENTLY Delete Files/Photos

Hey guys, im doing some cleaning up on my computer because im thinking about getting a new one and i might try and sell my old computer. So how does one permanently delete files/photos so no one can somehow restore them or look them up and find them. I have some personal files and photos on here of family etc. that i want completely gone. Would just reinstalling windows on the same hard drive do this or would someone with computer skills and knowledge be able to still restore them.

Thanks!

Norton Works isn't very expensive and it claims to clean to government specs. Worked well on my old computer but haven't tried I with new updated programs yet.
