I'd bet the guy isn't an authorized dealer. Sounds like just another parts pusher. Not a scam, just a way of doing business. They have a wholesaler catalog and a computer. You place an order and pay for the item, and then they call there wholesaler and place an order paying with a portion of what you just payed them and give the supplier your address for shipping. They never see the product, have no inventory and don't have a dime invested in doing this. It's a no lose way of doing business.
It's not all bad, you can get some good deals like this. The problem is that the person your dealing with rarely knows anything more about the parts then you do and most of the time less then you do. And as your finding out cannot guarantee shipping because he has no way of knowing what his supplier has in stock.

I cant talk too much smack about that process because thats how I started but now I carry inventory, have employees, ect. but alot of guys work a day job and peddle parts out of there kitchen at night so to all of you BE CAREFUL who you buy from because as Bubba said if your not a authorized dealer that can make you 100% responsible for your part voids the warranty and all and just because they have a website or sponsor on a forum dont mean jack if you truly want to know call the manufacture and ask about the dealer tell them who they are and what your looking at buying and for what price.
Also If a dealer sells to you for a price below MAP (minimum advertised price) that can also make your warranty VOID if you post up for a quote or are shopping on the net for something and you see 10 places with that part for sale for about the same price ($10-$20 difference) then there probably alright but if you got a guy whos 50 bucks less there's a reason for it
