Default Your Puter Time

Windows is about 15 mins behind the rest of the world

Click on your clock Then adjust settings then take it off windows and put it on one of the .gov clocks

fixed me right up !

Many time servers are overloaded and place restrictions on their use. I run an NTP Time server. To spread the load, a network of publicly available NTP Time servers was established and is recommended for open use by anyone and everyone to reduce the load on the major time servers.

There are hundreds of time servers in the pool. The time servers in the pool are zoned roughly by geography. If you want to use this public NTP Pool of time servers to set your Internet Time on your desktop and are in the US set it to:
us.pool.ntp.org
if in Canada set it to:
ca.pool.ntp.org

My Windows time lines pretty much to the second with the Digital Cable Box time that is fed from the cable company. They both flip the minutes together.

If you click on the clock and check the date and time source, you are likely syncing your desktop to some available NTP time server, whether it is one of Microsofts many time servers or some other.

NTP Time servers are capable of being accurate to within a hand full of milliseconds even with the latency added by the internet. And likely the cable company is syncing to a time server as well.
