Default 8.3 fuel/water seperator

I have a 98 8.3 that seems to have a plug where (I beleive) the fuel/water seperator filter should be (just behind the injection pump). Why would someone do this? Seen this before?
It's leaking fuel and I need to do something about this. I need to figure out what filter should be there. Thanks.

are you talking about the water drain for the filter? or the 2 wire plug that is for the water in fuel light?

No, not an electrical plug, a stop plug to bypass the filter. I went to Freightliner with a pic and they figured out what filter should be there. FL said maybe there was crap in the tank which kept jamming the filter up so they just bypassed it... Seems like putting a bandaid on a problem rather than fixing it at the source.
