Default Sluggish T444E

Just bought a 2000 IH 4700 with 80k miles. Of course the gauges do their normal job of not working. But I know how to fix that. I have read other threads of similar problems, with no resolve to their problem. Basically this is it- 1st & 2nd gear i get good acceceleration when i shift into 3rd it has NO power. It gets down the highway good, just keep the hills out of the way big or small. There is a pinging sound that sounds similar to a gas motor when lifters float. At 2000rpm's a high pitch sound starts almost like something is vibrating. And lastly it surges or lunges like I am giving it to much throttle, if I let up it goes away.
That being said I do have a very small fuel leak in the valley under the fuel container. The leak is not enough to even make a drip spot under the engine. All filters are new, oil is new-rotella 15-40. Checked boots on turbo-look good but will recheck.

Apologies for the two posts being posted, not sure how that happened. Today brought about a new challenge. On the way home the TPS lost response, I shut the motor off restarted it and it did fine. Then 5 minutes later-again in the driveway-same thing.
If there happened be a loose connection in the wiring where wood a guy check? I kinda figure it may be the TPS. This morning seemed like it was extra sluggish. Any input would be greatly helpful.
