Default fuel pin spacer

Pulled my pump top today to turn the pin and turn down the star ring 1 rev. When I pulled the diapharm and pin there was a white spacer. I presume this would prevent the pin from dropping too far. Is this normal? I left it not knowing, should I remove it?

you can definitely take it off but keep it stored. You may want to use it later on with an aftermarket fuel pin.
