Default Another Hard Start 7.3 IDI

I have searched and tested but I cannot figure out the issue and I believe it is not glow plug related. So I ask for your help in determining the issue!

This truck has been hard to start since I got it a few months ago although it would start after a bit of cranking. Now it has gotten too cold and the batteries have died on multiple occasions although 1 battery did end up being dead. Even so after installing a new battery (other one is good) and 8 new glow plugs it still cranks and cranks. I do have smoke, lots of smoke, and the glow plug light does stay on for a good 10 seconds (est) and longer than it did before I replaced the plugs. 3 of the old ones were completely dead, at least 1 weak.

First, all 8 plugs are new Motorcraft. The Glow Plug relay has 12v to the passenger side terminal and 0 to the driver's when the ignition is off. It is about 10.5 on the driver's side when the ignition is on and before the relay starts kicking on and off.

The resistance at the bullet connect and touching the battery ground is about 1omh (tested for the first 2 driver's connectors closest to the front of the truck). When tested with a test light, all glow plugs light up. The first 2 glow plugs are 1.4 omhs warm.

I don't see what else would cause this unless it is my starter but it does appear to crank at 3-400RPM which afaik is acceptable. I did re tighten both battery terminals. My next thought was to bring the starter to get tested.

Another note is that 4 of the injectors are wet/leaking, all on the driver's side with the second from the front being the worst and pooling up around the glow plug (will this damage the plug). I have only had an air intrusion issue maybe twice where the truck started but shut off. It did restart quickly. I do plan on getting a reseal kit to do the copper washers and return lines.

The truck starts well when using ether but I've had enough of that hence the 8 new plugs. So aside from doing the injector seals and return lines I don't see what else would cause this.
