should also have a pump on the fuel filter. also the fuel filter could be clogged. or you have a leak somewhere. i know on my truck i have a small leak on top of the fuel filter housing and if my truck sits for more than a day or two i have to go out a pump the hand pump on the top of the filter to prime the system. Its a leak that allows air into the system which inturn allows the fuel to flow back to the tank. So i dont have a visible leak because it is higher than the fuel level its self.

If thats not an option for you, you could invest in an after market lift pump that is installed right at the tank, which should ensure positive fuel flow to the eng cp3. Worst case senerio your cp3 could be going out.
