Default big cam 400 please help

I have a 85' kw w900 with the big cam 400. I use the truck for logging and spend quite a bit of time at low rpms pulling an average of 88,000 throught he woods. My problem is my engine is surging as if you are stepping on the throttle and letting off but it is not consistent. Some times I will be holding the throttle steady and the rpms will just drop like you you yanked your foot off the throttle then naturally I try to ease a little more throttle then it will take off like I floored it often lifting my steers of the ground!! This is getting very irritating on top of the fact that its gonna tear my trans. out or a driveshaft and so on. I have taken the injector pump in and had it checked out and they made some minor adjustments but said there is nothing indicating why the truck is acting this way!!! Can anyone give me any ideas on what could be causing this and maybe how to fix it. Thank You

sounds like the governor may need to be replaced or adjusted.

Is that the weights? reason i ask is when i had nozzle master check out the pump he said he checked the weights and they are fine. I am not familiar with the parts of an injection pump.

is your hand throttle hooked to the pedal or the pump? I know the cab to pump is rod linkage and as stated above frame twist could do it
