Default Fuel pressure?

Just read another post it said fuel pressure should be 45 70 after pump.It is 45 degrees here in mich this morn and my 00 7.3 still wont start.Going thru the flow charts it tells to check at the pump first,is 90psi too much?restricted line somewhere? It also says to check at rear of left head but can't find a shrader valve or fitting for it.All new Bosch plugs, good relay still searching, just about to go down the road:

Need to get a scanner on it and check the HPO pressures, Duty cycle, Run a few tests really. There very easy to fix when you have the right tools, but if your working with one hand tied behind your back its a bear.

Does it smoke white when you are cranking?

I can give you pretty much any reading you want off my scanner,at idle my hpo is in the 500 range, first crank cold seems much higher,pw was within range, replaced fuel filter cleaned out res, replaced glow plugs with the Bosch,b+ at gpr for up to 120 secs with dvom and scanner connected.flushed out old oil replaced with 15/40 carquest deisel.Everything seems to be there from what i've read to make this turd start. After warm up it runs ok,just the cold start, cold run bs.Im sure im missing something but what

And no it does not smake at start up,very little smoke at all thats why the fuel question came up

If your talking glow plug duty cycle it is 99% til timeout, after that 0% when cranking.Mind you I am useing a snap on solus pro so some of the terminology may be diff.Testing at this time was with oil temp at 80 degrees cause I did get it started today.

What should the mapsensor read at idle?Doesnt seem to be doing much unless wot.Should I be able to move the waste gate and or actuator by hand? what about a hand vacuum pump?Cant get it to move either way.
