No its not!!! emissions goes by the year of the engine not the truck. It is not a unplug/plug in swap, alot of differences between the 5.9 and 6.7 especially the wiring.

That is half false.
Any engine installed into a vehicle must meet the emissions standards of the same year or newer similarly configured production vehicle (The exception being antique vehicles over 25 years of age). Since there is/was no 5.9 Dodge available after the 6.7's introduction, swapping a 6.7 for a 5.9 is illegal until 2032.

FYI, adding lots of exclamation points doesn't change factual data.

Ignoring the emissions/legality issue, you could put the 5.9 head on the 6.7 block and bottom end. that'd be a prime *** setup.

in 2007 you could get a 5.9 or a 6.7 so he should be good to go on the other hand i bet the wiring would be a night mare I would find a donor truck for parts

That depends on the manufacture date. There was a mid-year cutoff on when you could get a 5.9, just because you've got a 2007 6.7 doesn't mean you could have bought a 5.9 from the factory instead.
