That is half false.
Any engine installed into a vehicle must meet the emissions standards of the same year or newer similarly configured production vehicle (The exception being antique vehicles over 25 years of age). Since there is/was no 5.9 Dodge available after the 6.7's introduction, swapping a 6.7 for a 5.9 is illegal until 2032.
FYI, adding lots of exclamation points doesn't change factual data.

That depends on the manufacture date. There was a mid-year cutoff on when you could get a 5.9, just because you've got a 2007 6.7 doesn't mean you could have bought a 5.9 from the factory instead.
