might sound stupid but what is the rack plug?

it alow the pump to get more fuel but if you have a 215 pump it wont do you any good

not 100% true on the 215 pump statement ... the rack plug is found on the front of the pump right behind the timing cover. the 2095 plug will allow 2mm more rack travel than the stock 2000 plug if your plate/afc will allow it.

so what is the rack and how does it traveling effect fuel?

the fuel rack turns the barrels and the more it travels the more it will turn the barrels which will flow more fuel. it can only advance 19mm with the stock 2000 plug and 21mm with the 2095 plug.

got ya. so the gain for me wouldnt really be worth the money then ???

not really due to the retard notch on your plungers ... read the thread retarted timing smokem posted some good info about it.
