Default turbo rebuild or buy

I'm not getting the spool up I want and checked the turbo today it doesn't spin all that free not near as free as my 1st gen turbo. But the truck has got 363k miles not sure if it's ever been touched. If I spin it, it just stops it doesn't go around on its own unless I push it real fast and it stops quick. Been lookin at some rebuild kits or just buyin one. Can I do it? truck is farely stock and I don't know much about turbos. But I am good at working on stuff not afraid if you say I can do it. If I were to buy one would an HX40 help or would it hurt me since I don't have tons of power yet limited budget with new kid havin some health problems. Thanks

I would say if your not planning on going real big pull the turbo have it upgraded to a hybrid and get it rebuilt. or get the parts and do it yourself

yeah the 35/40 hybrid will help. or save up for a little bit bigger turbo... it's all in what you want and can afford.

I've been reading and from what I can find they need to be balanced pretty good and the tolerances are real tight so I've been told I shouldn't do it cause it'll probably destroy my turbo eventually and then I'll be screwed. Has anyone done this I'm starting to look at full turbos now.
