No start: no RPM, no ICP. Can CMP cause zero ICP pressure?

Default No start: no RPM, no ICP. Can CMP cause zero ICP pressure?

Do you have to have RPMs for the ICP to show at all? I'm also getting no pressure on the oil pressure gauge on the cluster. (Relying on the gauge bc I was using an unfamiliar scanner, couldn't find engine oil pressure in the scanner.) Checked all fuses in cab and under hood that could be related to the IDM and PCM. Swapped relay #32 for IDM. Obviously PCM is communicating because I can access it with the scanner. I haven't checked continuity and 5V reference at the CMP (cam position sensor) connector yet. I'm thinking if ICP is supposed to show something despite RPM not reading, then I have a bigger problem than faulty CMP.

Here's the history. I had noted hard start 100 miles ago. Driver tells me he ran out of fuel and couldn't get it restarted after refueling. Tried priming, no luck. Checked oil and it was super-low (added 9 qts). Opened fuel filter cap. Found out where all the oil went. Replaced all 8 injector o-rings. Still no start. Checked HPOP oil reservoir; it was full. Checked ICP pressure 0. Unplugged ICP sensor. Still no start. Noticed RPM was 0 while cranking.
