'95 powerstroke bogs at lower rpm

'95 powerstroke bogs at lower rpm

So my 95 f-350 will bog down while driving at lower rpm. 10-35mph. Almost acts like an exhaust brake. Anybody have any ideas?

when its cold? probably the EBPV im guessing

Sorry not sure what EBPV is.

Translation please?
yes seems to happen when cold but I live in Alaska and it's always cold here.
Any other ideas

exhaust back pressure valve. unplug it and it will stop
