torking head bolts

I understand torking of head bolts but I don't understand the 60 lbs three times. Can anybody help? Thanks

torq them all down to 60lbs then go over them twice more. the extra times are cause aluminum heads will seat and after torquing them all when you go back around a few will be a little lose
