Default A/C clutch not working on a 99 F350 7.3

Can anyone give me a clue on why my a/c compressor won't engage on my 99 7.3?? I have tried to take the fly wheel off by turning the a/c on without starting the truck, but all it does is spin. Shouldn't it lock up so I can take the bolt off??? I'm no pro when it comes to a/c anything, but I do like to fix things myself if I can. Any info on this would be great. I'm hopping not to take it anywhere if I can help it.

It's probably low on freon, theres a pressure switch so if it's low the compressor wont come on

I did check that and I seem to be fine, but when I tried to take off the clutch wheel to check the shims I couldn't get it to lock down. I had to use a flat head screew driver to hold it into place and then undo the bolt. What gives.

I have had to replace mine several time on my two trucks. Age and torque make it a pain to get the little bolt out. Easiest thing I found is to removed the radiator jug and high speed impact gun.

The ac cultch went out on my dodge, I had to buy the whole unit. Can't buy just the clutch...makes it pleanty spendey to get ac again
