Default Transmission or torque converter problem?

Think something is slipping takes off good but quickly hits 3200 rpm and stays there threw all the gears. I believe 3200 is the rev limit and it never leaves that as it shifts threw the gears never really sets you back in the seat. How do I know if its slipping and if its the trans or converter?
