Default questions when buying a custom tuned truck

Ok i am looking at a 2011 Cummins with 41k on it at the local dealer. The truck is a SLT crew cab 4x4. Asking price $32,995 The truck is my cousins old truck he said he blew the head gasket on it with the first tuner he had. Then he took it to a diesel shop and had them put a new head gasket, head studs, and bigger injectors in it. Funny thing is this truck has the stock intake on it. Then he left his buddy from work take it to get it tuned. He has no idea what tune it is or who tuned it. He has a monitor on it for the guages, but took it out when he traded the truck. I don't think it is a high horse tune it blows alittle smoke if that tells you anything. Basically as much some has my smarty on my 5.9 did with the60 and 90 hp tune. Here's the real kicker he doesn't have any hand held tuner to get it out. So my question is how the heck do i get this tune out of this truck if it ever messes up. Can i just buy a h&S, EFI or something to change the tune. I heard you can get the Dodge dealer to re flash the computer. I just want to get some info before i buy it. I am just concerned about the tune being vin locked. Whats you guys option stay away or is it worth buying? Should the head gasket really have blown at 41k? I have heard they are kinda noted for that.
