Default 2008 6.7L Won't start

I have a 2008 Dodge 6.7 that will not start and is showing no fuel pressure on the scan tool. About two months ago the lift pump was replaced. This go round the injection pump has been replaced as well as the fuel rail pressure sensor. With the new pump and sensor the scan tool is only showing a max of 127Psi fuel rail pressure. I have been reading that tube torque, pressure release valve, or a suck injector may be causing this issue. The question that I have is that I don't know where to start. Any help would be appreciated.

If you have a stuck injector you should have fuel in your oil
