I looked and I don't see a p003a code
I see a p0038 code, here's what it shows me.( P0038 HO2S Heater Control Circuit High (Bank 1 Sensor 2))
not sure if your seeing a 003a or a 0038??
As for the exhaust break, does it have blown fuse. just a guess.
