So I have been researching this for a few days and can't seem to find any definite answers so I thought I would ask on here and hope I can get some good knowledge. So here's where I'll start. Trade for a 04 f250 powerstroke with 153k on it. It currently has bulletproof 6 phase ficm new ford egr new hpop(2 months old) new fuel pump filter and regulator filter setup for the coolant. So when I first got it for the first 2 weeks I noticed that it started fine but would sometimes have long cranks. Then one day I drove it for a hr and when I turned it off it wouldn't restart until it cooled completely down. So I drove it for awhile until I got a chance to fix it and now it won't start hot or cold unless I use ether. So I hooked my scan gauge up to watch my readings and here is where I was.

Ipc will only get to 400 at the most
Ipr will go to 84.7 when cranking
Ficm volts it. 48 and yes it's syncing. Battery's are new and turning over find. I know u gotta have 500psi for the truck to even start so I have a hpop leak some there. We'll I built my fitting and pressurized the system and no air coming out of the valve covers. Only air leak I hear is coming out of the return hole I the hpop cover where the turbo drain line goes into. Is that normal or is that the leak? I know being a 04 I shouldn't have a bad stc fitting. Turbo is currently off and I need to get this fixed quick. Please help!!!! If that's the leak then what should I be looking for when I pull that cover off? And yes I am engerizing the ipr valve and can hear it click and I did pull the screen and clean it off and what not.
