Unhappy Banks exhaust break

I made a trip from Northern Oregon to Southern california. After the last grade I went down I made it to my exit. The exhaust brake closed an stuck thus not making over 2000rpm forcefully. Solving the problem I disconnected it an had to hammer it open. Now with connecting it again it shows no life. Any suggestions would be much appreciated.

I havent messed with Bank stuff very much but does there brake work on a vacuum?
