Does programmers reprogram the pcm ? Is it the same as having it flashed? WHich one is the best programmer for a 98.5 dodge 24v with auto tranny?

a program only has what the manufacture has up loaded to the programmer, when you download the manufactures program, it will up load your stock settings.

about 3 years ago I put a new trans in my ford, I took it to the ford dealer ship to have the truck flashed, I think it was about 90.00

Did they charge you a diagnostic fee? The dodge dealers around me wont do nothing until they diagnose it first.

no, sounds like your dealers are trying to make as much money as they can off of you.

What exactly are you needing here? I see you asking about a programmer and how it works, then also asking about flashing the PCM.

And as far as flashing the PCM our local dealer just did the 97 we put a new PCM in, so I don't see why they can do your 98 wherever you are.
