It's not ready yet. Yes you can update the Pulse to V1.3.2 but the custom tuning files aren't ready yet. this is what i got from Quad today:

Quad is building a file that should eliminate the surging that most of you guys are experiencing. He's been testing this on our test truck and trying to build a file that should work. I would have to say that the custom tuning files should be ready in a month or so. There should be some sort of instructions to help with the custom tuning that will walk you through it.
