Default 96 12v only making 20 psi

So the last post I had was about all of my post bio diesel injection problems. I ended up cleaning my tank, getting a new fass lift pump, all new filters, a new 400-450hp built p7100 from certified injection (best deal around btw). Also has a zero fuel plate. Also have 7x.016 100hp injectors. Timing set with the pin. Brand new bosch ofv. Stock hx35, 4in turbo back. Needless to say I should be getting far more fuel than I need. When I first finished all the new parts other than the boost elbow, pedal down made a massive cloud of coal for a second but quickly spoiled my hx right to 35 and the waste gate would let go. After about a week or two I was driving and it smoked like normal, spoiled up right away but fell on its face at 20psi. No obvious boost leaks so my next thought was to buy a boost elbow in case my waste gate was opening early. I installed the elbow, almost all the way closed. No difference. Seems like I get plenty of fuel before it spools, although I thought somehow adding my old zero fuel plate might help. Slightly more coal pre spool but no boost difference. It seems like I might not be getting enough fuel at higher boost. Even though I have to keep my foot out of it before it spools to avoid stopping traffic with the smoke, but once I'm at 10+ psi of boost I can floor it and it doesn't really smoke and now will only make 25psi where it used to shoot right to 35. It seems like it could be a loss of fuel pressure under load? It just seems hard to believe as my new fass pump should be pushing 45psi so it seems to always be cycling back through the stock 25lb ofv. I don't have an in cab fuel pressure gauge but I have a gauge that I can put on the pump. Any insight would be appreciated. I've been stumped by this for months. I'm looking to go with a bigger turbo and want to have my fuel/boost issues figured out.

I would check the air line going to the AFC for a leak than check the shutdown solenoid to make sure its working like it should.

Thanks man I'll check that, it would make sense because it seems like I get tons of fuel pre boost and not even enough to smoke at all when she's spoiled a little

Im interested to hear what you find out. I have a similar problem. All stock afc, but in cab fuel and boost guage. Fuel pressure is fine. My FSS quit on me but has since been fixed. 20 psi max is all I see too. Pressure tested from the turbo and couldn't find a leak with soapy water sprayed on
